Respect the Decision Point made by the 24th China CCM Plenary that not implementing Dual Track Financing for Round 8 AIDS Proposal

　　昨天，我发文表达了对于6 月23日中国CCM 大会做出的第八轮艾滋病项目不使用双重轨道筹资政策的决定一些疑问，与大家交流了个人观点。今天，在仔细阅读6 月10 日艾滋病专项工作组的会议纪要以及回顾第24次CCM 大会过程后，我认识到到这些疑问都与我个人的误解有关，由于我想我的上一封信可能会误导读者，特发此信澄清我的观点。

I sent a letter to question why the 24th China CCM Plenary held on June 23rd 2008 decided not implementing Dual Track Financing for Round 8 AIDS Proposalyesterday, and express my personal view on the issue.Today, after I read the meeting minutes (annex) of June 10th China CCM AIDS Working Group, and review the process of 24th CCM Plenary carefully, I realize that the questions come from my personal misunderstanding, as a result, I think my previous letter might mislead the readers.　Therefore, I send this letter to clarify my attitude.

　　我会在这封信中说明我在上一封信中希望强调的是什么。我首先希望在这封信中澄清我的态度，我认为6第24 次中国CCM大会的决策程序是民主的，各类别组的代表都有充分参与，因此我本人是尊重第24 次CCM大会做出的在第八轮艾滋病项目中不使用双重轨道筹资政策的决定的，我上一封信中主要是希望与大家就今后如何改进全球基金在中国工作的建议进行交流，而且上一封信中我也谈到了CCM正在做着这样改进的努力，CCM秘书处已经提出了改进CCM各工作组工作框架的草案。

At first, I want to clarify my attitude in this letter that I think the decision making process of the 24th China CCM Plenary is democratic, therefore I respect the decision point made on the 24th CCM Plenary that not implementing Dual Track Financing for Round 8 AIDS Proposal. In my previous letter, the key point I want to emphasize is that we have space to make progress in the future, and I also gave some personal suggestions. I also acknowledged in my previous letter that the CCM has started to make progress, I have mentioned in the previous letter that a CCM Working Group mechanism reform proposal has been proposed by CCM Secretariat to the CCM Plenary.

　　首先，6 月10 日艾滋病工作组会议纪要（请见附件）清楚地显示，艾滋病工作组会议最后决定推选中国性病艾滋病防治协会作为提请CCM大会讨论的第二候选人。这个是艾滋病工作组民主的决定（更多信息，请看附件中的6 月10 日艾滋病工作组会议纪要。因此，现在很清楚我的记忆是错误的，我对于自己没有仔细阅读6 月10日艾滋病工作组会议纪要而发布自己的错误认识，以及对公众发布了错误的个人误解信息深表歉意。

At first, in the June 10th AWG Meeting minutes (annex), it is shown clearly that the AWG meeting finally made a decision that the Chinese Association for STD/AIDS Prevention and Control would be proposed by the AWG to the CCM Plenary as the second nominated PR and let CCM make the final decision. The decision was made by AWG meeting based on a democratic process (for more information, please see the (annex). Therefore, it is clear now that my personal memory mentioned in my previous letter is incorrect, and I apologize that I did not read the meeting minutes (annex) carefully and I feel it is my false to publish my personal misunderstanding information to the public.

　　其次，我尊重第24 次CCM 大会通过民主程序做出的在第八轮艾滋病项目中不使用双重轨道筹资政策的决定。大会要决定的是否选择使用双重轨道筹资。所有CCM 成员，包括以社区为基础的非政府组织席位和三种疾病社群席位的代表都表达了意愿，最终大会一致同意第八轮仅选择一个中央执行机构，但是强调了希望第八轮的PR 应该在实施项目中充分考虑非政府组织的参与。尽管作为全球基金理事会代表团成员，我希望看到全球基金理事会建议的双重轨道筹资在中国被实施，但是我认为这样的政策要在中国全球基金项目中得以实现还需要多部门在未来进行更多的沟通和探讨。而且，按照全球基金的政策，最终决定权应该属于全球基金项目在各国的决策机制CCM。

Secondly, I respect the decision made by the June 24th CCM Plenary that not using Dual Track Financing by a democratic process. The decision point is whether using Dual Track Financing or not. The decision point was fully discussed during the meeting, with participation of CCM members representing CBOs and PLHATM. Finally, the Plenary decided to only select one PR for the Round 8 AIDS Proposal. The CCM Plenary also confirmed that the participation of NGOs/CBOs as well as PLHATM need to be emphasized in the implementation. Although as a Board delegation member, I am willing to see the implementation of the Global Fund Board recommended policy Dual Track Financing in China, I acknowledge that much coordination and communication need to be made in the future between all the sectors before China Global Fund Program finally implement it, and I also realize that according to the Global Fund principle, the final decision must be made by the CCM, the decision-making body of China Global Fund Program.

　　最后，我再次重申自己对于第24次CCM 大会做出的在第八轮艾滋病项目中不使用双重轨道筹资政策的决定表示尊重，理由如上所述。我也希望再次表达上一封信的主旨，我非常愿意与CCM 大会和艾滋病工作组一道在今后进一步促进全球基金项目在中国的工作。最后，我对于所有CCM 成员做出的贡献深表敬意，并且再次对于由于发布我个人的错误认识给大家可能带来的错误引导深表歉意。请大家一起为促进公民社会更好地参与全球基金项目而一起努力吧！

In conclusion, I want to reemphasize that I respect the decision point made by the 24th CCM Plenary that not to implement dual track financing for the Round 8 AIDS Proposal, the reasoning has been explained above. On the other hand, I also want to reemphasize my willing in the previous letter that in the future, I want to work closely with CCM Plenary and CCM AIDS Working Group to make progress. Finally, I want to show my respect to all the contribution made by the China CCM members, and I sincerely apologize again for the potential misleading made by publicizing my personal misunderstanding. Let’s work together to improve the civil society involvement into China Global Fund Program in the future!
