　　2008年12月1日是第21个世界艾滋病日，今年的主题依然是“领导力”，口号为“遏制艾滋，履行承诺”。

　　在过去的一年中，世界范围内的艾滋病防治运动取得了一定成果：2007年全球估计新增艾滋病病毒感染者270万人，较2006年下降了160万人；2007年估计因艾滋病死亡的人数为210万，较2006年下降了28%。这说明，综合的艾滋病预防和治疗工作已经很大程度上缓解了艾滋病快速蔓延的势头。

　　然而，防治艾滋病的形势依然不容乐观：2007年，全球每天大约有6800人新增感染，青少年感染比例上升；截至2007年，全球需要抗病毒治疗的病人中仅有1/3获得了治疗药；2007年1-10月年中国新增感染39866例，性途径感染比例明显上升……我们还有很长的路要走！

　　艾滋病防治的经验告诉我们，除了政府的领导力之外，来自社区组织、志愿者团体、个人、企业等各个层面的积极参与将有效地针对不同的社区、人群、社会文化背景等开展深入的防治工作，有效地传递艾滋病防治信息、倡导社会对感染者的关爱和支持。

　　为了动员社区参与世界艾滋病日活动，联合国艾滋病规划署（UNAIDS）和全国艾滋病信息资源网络（CHAIN）共同向社区组织发出呼吁、号召大家积极地参与到世界艾滋病日的活动中来；通过在全国艾滋病信息资源网络的网站上开设专栏（www.chain.net.cn/2008_World_AIDS_Day/），积极地推动信息分享，更好地协调社区组织的活动、提高媒体的关注和重视；了解社区的活动计划也有助于我们更好的动员资源，支持资源匮乏的社区组织。

　　请各组织机构填妥附件中的活动登记表，尽快发送给我们；我们将积极动员资源、提供必要的协助，支持社区行动起来。

The 1^st of December, 2008 marks the 21st World AIDS Day, with the theme of “leadership” and the slogan of “Stop AIDS. Keep the Promise.”

We have achieved progress against AIDS globally. The number of new HIV infections worldwide in 2007 is estimated at 2.7 million, a decline of 1.6 million compared to 2006. AIDS caused 2.1 million deaths in 2007, a 28% decrease. The above data indicates that we have mitigated the spread of AIDS effectively.

However, the epidemic is still far from under control. In 2007, globally there were around 6,800 people newly infected every day, of which youth make up an increasing proportion. As of 2007, only one third of HIV positive individuals in China are receiving anti-viral treatment. From January to October 2007, there were 39,866 new infections all over China, of which an increasing number were infected via sexual transmission. We still have a lot of work to do!

Experience demonstrates that besides the strong leadership of the government, it is very effective to have the full participation of civil society organizations, individuals and the business sector in China’s HIV response.

In order to mobilize greater participation from civil society organizations, UNAIDS and CHAIN are setting up a special page for the 2008 World AIDS Day (www.chain.net.cn/2008_World_AIDS_Day/). It will function as a platform for information sharing and coordination, for wider coverage by the media, as well as a platform where civil society organizations can publicize their plans so that more resources are mobilized to support these plans.
