Agenda 1. Introduction on the meeting

Dr Wiwat opened the meeting and welcomed participants on behalf of the Chair of CCM AIDS Working Group. The objective of the meeting was to develop an AIDS proposal submitted to the Global Fund. A spontaneous translation facility is provided to facilitate the presentations and discussion.

议题一: 会议介绍

全球基金中国国家协调委员会艾滋病工作组组长魏瓦特宣布会议开始并致欢迎辞。本次会议的目的是起草提交给全球基金的艾滋病项目书。本次会议配有同传翻译设备及人员，以便发言和讨论。

Agenda 2. Self-introduction of participants

Participant introduced themselves. There were 18 participants and 2 translators. The name list is attached.

议题二：参会代表自我介绍

参会代表进行自我介绍。有18位参会代表和2名翻译。名单已包括在附件中。

Agenda 3. Selection of writing team's leader(s)

After one round of nomination, Dr Wang Xiaochun was elected as the "Writing Team Leader" or the "Coordinator" of the Writing Team.

Agenda 4. Discussion on the proposal development process

4.1 Dr Wiwat gave a presentation on the Round 8 proposal development process:

魏瓦特对全球基金第八轮项目书写作进程作了介绍：

a. In the 23^rd China CCM Plenary meeting, the re was an agreement by the CCM on the intention to develop a proposal.

在第二十三次全球基金中国国家协调委员会全会上，会议决定起草一个项目书。

b. Information on the process recommended by the Global Fund. The contents included

(1) Timeline — the deadline was set to be 1 July 2008;
(2) Eligibility criteria for China — cost-sharing principle: at most 65% of the proposal cost can be requested from the Global Fund;
(3) Health system strengthening;
(4) New areas suggested by the Global Fund: Dual-track financing, Community systems strengthening, andEncouraging gender sensitive responses.

全球基金建议包括以下内容：

（1）时间表：提交截止日期为2008年7月1日；
（2）中国的合格标准：成本分摊原则：全球基金将提供至多65%的项目书所用经费；
（3）加强卫生系统；
（4）全球基金建议的新领域：双轨财政，加强社区系统建设和鼓励性别敏感应对

c. Information on the Round 7 which will be the backbone of the Round 8.

全球基金第七轮的信息可以为第八轮提供参考

- Title: Reaching vulnerable migrants with HIV/AIDS prevention and care services in seven provinces in China
- Fund requested:21,636,832
- Principal Recipient:State Council AIDS Working Committee Office of China (SCAWCO) 
- Objectives:

•  Strengthen the implementation of policies to expand coverage of HIV/STI prevention, treatment and care services for vulnerable migrants;
•  Increase coverage of comprehensive HIV prevention programs in workplaces and communities for vulnerable migrants; and
•  Increase access of migrant PLHAs to HIV treatment and care services.

- Provincial coverage:

       Guangdong, Zhejiang, Jiangsu and Fujian, Beijing, Shanghai and Tianjin

标题：在中国七省对于流动人口的艾滋病预防和关怀服务干预

资金需求：21,636,832

主要资金项目单位：国务院防治艾滋病工作委员会办公室

目标：

• 强化扩大流动人口艾滋病和性病感染预防、治疗和关怀服务的覆盖面的政策实施
• 增加流动人口工作场所和社区内的全面艾滋病预防项目的覆盖面
• 提高感染艾滋病的流动人口对治疗和关怀服务的可及性

4.2 The Writing Team discussed on the development process:

a. Additional Writing Team members: it was concluded that additional writing team members should be included particularly experts on budgeting, gender and health system strengthening.

Agenda 5. Proposed contents of the proposal

Dr Wiwat presented the proposed contents:

Based on the last CCM (23^rd Meeting — 5^th of March), it was agreed that the Round 8 proposal would be based on the failed Round 7 proposal; and the CCM AIDS Working Group was assigned to handle the development of the proposal. At the subsequent meeting of the CCM AIDS Working Group (20^th of March) it was agreed that the Round 8 proposal should cover the areas suggested by the CCM AIDS Working Group Members (as described in the AIDS Working Group Minutes):

在3月5日第二十三次全球基金中国国家协调委员会会议上，同意在未通过第七轮项目书的基础上起草第八轮项目书；全球基金中国国家协调委员会艾滋病工作组负责起草项目书。在3月20日的会议上, 与会者一致认为第八轮项目书应该包括工作组建议包括的领域（详见艾滋病工作组会议记录）

·    Revision of Round 7 proposal: Migrants: (including families: husbands, wives, children),
·    Enhancing service delivery
·    Community system strengthening
·    Gender sensitive interventions
·    Health system strengthening (HSS)
·    MSM linked activities
·    Recommendations received NGO groups (110 NGOs): SW & clients, Male SW, transgender, minorities, floating populations, migrant youth, HIV patients, drug users, local people, floating in big cities. They should be related to mobile populations.
·    Capacity building in grass-root NGOs
·    TB/HIV co-infection
·    Youth out of schools, school dropouts and unemployed
·    Increased participation of NGOs and CBOs
·    Interventions to include cross-cutting areas

·    修改第七轮计划书：流动人口（包括丈夫、妻子和孩子在内的家庭成员）

The Writing Team was requested to ensure that the suggested areas are covered in the proposal.

Agenda 6. Discussion on the sub-proposal solicitation process 

6.1 Dr Hu Yiyun from the CCM Secretariat gave a presentation describing that the Secretariat had conducted a series of activities to call for sub-proposals or suggestions, as follows:

- Mar 11, 2008 CCM Secretariat released “Call for R8 Proposal” on China Global Fund Website
- Mar 26, 2008 CCM Secretariat published “R7 Proposal Form” and “Sub-proposal template (English)" on the website
- Mar 28, 2008 CCM Secretariat published “A Call for Sub-proposals or Suggestions" on the website (Chinese and English)
Apr 2, 2008 CCM Secretariat published “Sub-proposal Template (Chinese)" on the website

So far, 3 feed-back messages were received. Additional sub-proposals were expected before the deadline. 

议题六：讨论子项目书申请进程

6.1 全球基金中国国家协调委员会秘书处的胡翼云介绍了秘书处一系列征集子项目书的意见或建议，如下：

-2008年3月11日全球基金中国国家协调委员会秘书处在中国全球基金网站上发布征集第八轮项目书的信息
-2008年3月26日全球基金中国国家协调委员会秘书处在网站上发布了第七轮项目书的申请表和子项目书模版（英文）
-2008年3月28日全球基金中国国家协调委员会秘书处在网站上发布了征集子项目书或建议的号召
-2008年4月2日全球基金中国国家协调委员会秘书处在网站上发布了第七轮项目书的申请表和子项目书模版（中文）

到目前为止，已经收到一些反馈。希望其它的子项目书将会在截止日期前收到。

6.2 Dr Wiwat provided information that the dateline for sub-proposal submission was extended to 15 April. Sub-proposals received by CCM AIDS Working Group Chair and Vice-Chair would also be forwarded to the Writing Team coordinator.

6.2 魏瓦特建议把子项目书的截止时间延长到4月15日。全球基金中国国家协调委员会艾滋病工作组主席和副主席收到的子项目书将发给写作组的协调员作为参考。

Agenda 7. Assignments and Time table

议题七：任务分配和时间表

7.1 The Core Writing Team would organize a meeting on 15 April to discuss on the detailed plan and assignments. The meeting venue would be in UNAIDS.

7.1 核心协作组将在4月15日讨论计划细节和任务分配情况。会议地点是联合艾滋病规划署。

7.2 There was an agreement on the time table as follow:

- April: Writing Team and Core Writing Team activities to prepare an early draft;
- End of April: AIDS Working Group Meeting to review the draft
- May: Writing Team and Core Writing Team activities to improve the draft;
- End of May: AIDS Working Group Meeting to review the draft
- Early June: Disseminate the draft for domestic and international review
- Mid-June: CCM review and endorsement
- Late June: Final improvement of the proposal, CCM Member signatures collection
- End of June: submitting the proposal

7.2一致通过的时间表安排如下：

-4月：写作组和核心写作组起草项目书初稿
-4月底：艾滋病工作组评审初稿
-5月：写作组和核心写作组改进初稿
-5月底：艾滋病工作组会议讨论项目书
-6月初：定稿并交国内和国际专家评审
-6月中：全球基金中国国家协调委员会评审和签字
-6月下旬：项目书最终定稿，向全球基金中国国家协调委员会成员收集签名
-6月底：上交项目书

8. Other business

8.1. Support for the proposal development will be sought. Dr Bernhard Schwartlander (UNAIDS) mentioned about a possibility to provide some funding support.
8.2. Ms Liang Yanyan (Linda) will help arrange a website to support proposal development.

8.其它事宜

8.1.将寻求对起草项目书的支持。施贺德（联合国艾滋病规划署）提到有可能提供一些资金支持。
8.2.梁艳艳将安排一个为项目书写作提供支持的网站。
