The Chair and the Vice-Chair opened the meeting by informing participants that the main agenda of the meeting was on the preparation of the Round 8 AIDS proposal. Upon the Call for Round 8 Proposals by the Global Fund on 1 March 2008 with the deadline of submission of 1 July 2008, the China CCM agreed during the last CCM Meeting on 5 March 2008 to develop a proposal on HIV/AIDS and assigned the AIDS Working Group to be responsible for the proposal development. 

会议主席和副主席在宣布会议开始后，首先向参会者介绍了本次会议的主要议题，即第八轮全球基金艾滋病计划书的准备。根据全球基金在2008年3月1日提出的第八轮计划书的提交期限2008年7月1日，全球基金中国国家协调委员会于2008年3月5日的最近一次会议上同意起草相应的艾滋病计划书，并交由艾滋病工作组来完成此项工作。

Before starting discussion on specific agenda items, the Chair invited Dr Wang Liqiu and Dr Xiao Yan who participated in the Workshop on Global Fung Round 8 Proposal Development in Jakarta, Indonesia on 11-13 March 2008 to give presentations on the contents and recommendations from the workshop.

在就特定议程展开讨论之前，会议主席邀请参加过2008年3月11到13日印度尼西亚雅加达召开的全球基金第八轮计划书起草研讨会的的王立秋和萧燕医生就该研讨会的内容和相应建议作了介绍。

The following presentations were made: 以下是讲话要点：

1. Presentation on the Round 8 Guideline and the key changes on Proposal Form, by Dr Wang Liqiu:
    第八轮指南以及计划书格式的关键变化（王立秋医生）

• Round 8 Timeline 第八轮计划书拟定的时间表
• Key Adjustments from Round 7 根据第七轮所作的关键调整
• Revised Eligibility Criteria and Cost Sharing 修订的选入标准和费用分摊
• New Topics in Round 8: (1) Dual-track financing, (2) Health System Strengthening, (3) Community systems strengthening, (4) Encouraging gender sensitive responses, and (5) Grant consolidation 第八轮的新议题：(1)双轨财政；(2)加强卫生系统；(3)加强社区体系；(4)鼓励性别敏感应对；(5)经费整合。

2. Presentation on the "Lessons Learned from Round 7: Screening and TRP Comments" by Dr Xiao Yan:

Dr Bernhard Schwartlander, the CCM Vice-Chair informed in the meeting that, based on the CCM Plenary on 5 March 2008, it was agreed that the Round 8 Proposal would not cover broad areas of priority. A broader 'consolidated' HIV/AIDS proposal would be develop through UNAIDS coordination to be submitted for the Round 3 Rolling Continuation Channel (RCC) expected to be offered by the Global Fund at the end of the year.

全球基金中国国家协调委员会副主席施贺德博士向会议报告，全球基金中国国家协调委员会在2008年3月5日全体同意，第八轮计划书将不会覆盖宽泛的优先领域。在联合国艾滋病规划署的协调下一份更广泛、整合的艾滋病计划书将提交给将于年底成立、由全球基金授权的第三轮滚动机制。

The Chair reported to the meeting that the CCM agreed on the following potential areas of priority: the area covered by the failed Round 7 Proposal (mobile populations), strengthening health systems, strengthen community system, and the gaps from the previous rounds (including MSM). In addition, the CCM has advised the AIDS Working Group to solicit proposals or suggestions from various sectors including NGOs and/or community based organization.

会议主席向会议报告，全球基金中国国家协调委员会达成以下潜在的优先领域：为申请成功的第七轮计划书（流动人口），加强卫生系统，加强社区体系，包括男男同性恋在内的之前几轮的空白领域。另外，全球基金中国国家协调委员会建议艾滋病工作组向包括非政府组织和社区组织在内的多方面征求计划书或相应建议。

Agenda 1: Discussion on the priority areas to be covered in the proposal
议题一：关于计划书应包括的优先领域的讨论

Based on the very broad discussion the following areas were suggested by the AIDS Working Group Members: 在广泛讨论之后，艾滋病工作组建议了以下领域：

• Revision of Round 7 proposal: Migrants: (including families: husbands, wives, children),
  修改第七轮计划书：流动人口（包括丈夫、妻子和孩子在内的家庭成员）
• Enhancing service delivery 加强服务的提供
• Community system strengthening 强化社区体系
• Gender sensitive interventions 针对性别敏感的干预
• Health system strengthening (HSS) 加强卫生系统
• Dual track financing: GO & Civil society双轨财政：政府组织和民间社会
• Grant consolidation (postponed to RCC of round 3) 资金整合（推迟至第三轮滚动机制）
• MSM linked activities 男男同性恋相关活动
• Recommendations received NGO groups (110 NGOs): 11 specific items: SW & clients, Male SW, transgender, minorities, floating populations, migrant youth, HIV patients, Drug users, local people, floating in big cities, and HSS (see Annex 3 ? only in Chinese).

• Capacity building in grass-root NGOs; including “Capacity building relating to “dual track financing”
  草根非政府组织的能力建设，包括与双轨财政相关能力建设的内容
• Need to identify “Most-at-risk populations”. Identify target populations:  and how to implement among these groups 确认“高危行为人群”的需要，确认目标人群以及如何在其中执行计划
• TB/HIV co-infection 结核/艾滋病双重感染
• Youth out of schools, school dropouts and unemployed 失学、退学以及无业青少年
• Health systems strengthening combined with registration system in order to incorporate all people needing treatment 与注册系统相结合的加强卫生系统，旨在覆盖所有需要治疗的人群
• Increased participation of NGOs and CBOs 增加非政府组织和社区组织的参与
• Interventions to include cross-cutting areas 包括交叉领域在内的干预
• Define target populations and how to gain access to target populations 定义目标人群并获得接触办法

Conclusion: 结论

Since the areas suggested by members were very broad, the Working Group agreed on the following:

由于成员所建议的领域非常宽泛，工作组同意??

1. The main focus areas of the Round 8 proposal would be based on the Round 7 proposal, taking into consideration on (1) revision based on the response to the TRP comments, (2) inclusion of key new areas suggested by the Global Fund (gender sensitive interventions, health system strengthening, community system strengthening), (3) incorporation of all suggestions from the members (listed above) wherever possible in the context of the main target population (for example mobile sex workers, mobile MSM, family members of migrants, migrant person living with HIV/AIDS, etc).

第八轮计划书的主要领域应该建立在第七轮的基础上，主要考虑以下几点(1)在技术评审委员会的评审意见基础上的修改；(2)涵盖全球基金建议的新增关键领域（性别敏感的应对，加强卫生系统，加强社区体系）；(3) 根据对目标人群的适用性整合来自大家的全部建议（如流动性工作者，流动男男同性恋，流动人口家庭，感染艾滋病的流动人口，等等）

2. The areas that are covered by the Round 8 would be proposed to UNAIDS for the development of a 'Grant  Consolidation' RCC proposal by the end of the year.

第八轮涵盖的领域将提交给联合国艾滋病规划署，以在年底前起草滚动机制的计划书。

Agenda 2: Formation of Writing Team 议题二: 组建写作组

The Working Group agreed on the formation of a Writing Team to develop the proposal. The following members were proposed: 工作组同意组建协作组来起草计划书，以下为被提名的成员：

1. Members of the Writing Team of the Round 7 proposal who are available and willing to participate. The names would be provided by representatives from MOH and NCAIDS.

愿意并且能够，而且曾参与过第七轮计划书写作组成员，具体人名将由卫生部和疾控中心性艾中心提供

2. Volunteers from the Working Group members: Wan Yanhai, Meng Lin, Liang Yanyan, Guo Yaqi, representative from SCAWCO, representative from NCAIDS, ANRAN, Nong Zhi Jun (MSM).

工作组成员中的志愿者：万延海，孟林，梁艳艳，郭雅琦；国务院防治艾滋病工作委员会办公室代表，疾控中心性艾中心代表，安然，农志军（男男同性恋）

3. Representative from selected UN agencies: UNAIDS, ILO, UNFPA and WHO.
   经挑选的联合国机构的代表：联合国艾滋病规划署、国际劳工组织、联合国人口基金和世界卫生组织。

Respective agencies were requested to provide the names by the end of March.
各机构应在3月底前提交人员名单。

Agenda 3: Planned Timeframe 议题三：计划时间表

A presentation slide on timeline was presented by Dr Wang Liqiu (Annex 4). There was not much discussion about the details. The following draft timeframe was agreed by the Working Group

• March 20 2008,  AIDS Working Group Meeting: formation of the writing team
  2008年3月20日，艾滋病工作组会议：组建写作组
• Until 20 April: the writing team will conduct situation and gap analysis, begin writing the proposal . A draft proposal outline is expected before the next Working Group Meeting (in the week of 21 April).
  至4月20日: 写作组将进行形势和差距分析，开始起草计划书。计划书大纲将于下次工作组会议（4月21日所在那周）前完成。
• As required by the Global Fund, a call for sub-proposals or suggestion would be made, with an expectation to integrate the sub-proposals into the main CCM proposal. The deadline of sub-proposal submission would be on 7 of April. A simple sub-proposal from would be developed and shared by Dr Wan Yanhai.

• More detailed timeframe would be discussed in next Working Group Meeting, of which the topics would include the suggestion on Principal Recipient(s), the need to send the draft proposal to international agencies (including WHO and UNAIDS) for technical contribution, the date for CCM review. It was suggested that the final proposal should be submitted earlier than the dateline of 1 July 2008.
