　　根据2007年5月15日全球基金中国国家协调委员会艾滋病工作组会议建议，并报请国务院防治艾滋病工作委员会办公室同意，如果愿意担任或推荐全球基金第七轮艾滋病项目的主要执行机构/主要收受人，请提出意愿或推荐意见。该项目将提交给全球基金审核批准。

　　请注意，主要执行机构/主要收受人必须具备在全国执行项目和协调能力，必须是合法注册机构。主要执行机构/主要收受人还必须在以下能力方面满足全球基金严格的最低标准：

　　1.项目管理能力

　　2. 财务/会计能力

　　3. 采购和供应管理能力

　　4. 督导与评估能力

　　有关主要执行机构/主要收受人的评估标准等信息，可以查阅全球基金网站：

　　如果愿意或推荐担任主要执行机构/主要收受人，请于2007年6月10日下午17时之前，将贵组织在上述领域的能力说明用电子邮件方式发给国务院防治艾滋病工作委员会办公室刘萍（liuping@chinaaids.cn）。

　　Dear all:

　　According to the opinion of the AIDS Working Group of China Global Fund CCM held on May 15 and the approval of the State Council AIDS Working Committee Office, please note you are invited to express your interest or recommendation, if you wish, in being or suggesting a PR for the Global Fund Round 7 AIDS programme to the submitted to the Global Fund for approval.

　　Please be reminded that the PR has to have national implementation and coordination capacity, and must be a legal, registered entity. The PR must also meet strict Global Fund minimum requirements regarding the following capacities:

1.       Project management capacity

2.       Financial/accounting capacity

3.       Procurement and supply capacity

4.       Monitoring and evaluation
