Mr. Nicotera, UNODC, introduced the government guests who are UNODC counterparts in Guangdong Province and informed that with them UNODC had recently implemented training and study tours on HIV prevention. With a view to introduce Guangdong as a province with a long history in drug control efforts, Mr. Nicotera recalled that it was in Guangdong Province, in 1838, that, in an attempt to block illegal imports of opium from India, the Emperor ordered a high official, Lin Zexu, to confiscate and destroy 20,000 chests of opium thus marking the beginning of the First Opium War. Worth noting that it was at Humen, a few miles from DongGuan, where the opium was destroyed and that DongGuan is today the site for a great number of firms producing goods for export. This colossal industrial activity calls for a very large number of people from other provinces to migrate to Guangdong in search for work. The mix of population from other provinces is also reflected in closed settings with several detainees coming from out of Guangdong. This has implications on HIV prevention and care and particularly for referral.
