Summary of the Joint Retreat
From February 8-10, the three civil society delegations–Developing Countries NGO Delegation, Developed Countries NGO Delegation and the Communities Delegation had a joint retreat in Brighton, UK. Linda Liang attended the retreat as a member for Developing Countries NGO Delegation. The joint retreat is very fruitful, in three days, the delegates discussed the following main topics:
- Demand creation
- Civil society participation into Global Fund implementation within in-country process
- Access to medicine
- Funding the Global Fund = Resource Mobilization
- Building partnership between civil society delegations
In the end, the delegates summarized the proposed action points into:
- Short-term objective: Before the 3rd Portfolio Committee (PC) meeting (Feb 12-14, Geneva), the 17th Board Meeting (April 2008) and during the period of Round 8 application (March 1st-July 1st)
- Midterm objectives: 2008, including the 18th Board Meeting (November 2008) and the Partnership Forum (December 2008)
- Long-term objectives
Linda Liang will deliver the minutes report of the joint retreat very soon.

w Urge Round 9 applicants to include technical support into their proposals

w Request heads of Global Fund, WHO and UNAIDS write a joint memo promoting use of technical support. (WHO and UNAIDS are important technical support partners of Global Fund)

Linda Liang’s 2008 Working Targets
According to the Board Calendar and the decisions of the joint retreat, Linda Liang’s 2008 working targets include:
- Represent her constituency Developing Countries NGOs as the Delegation member before, during and after Committee meetings and Board meetings.
- Make efforts in the above two working group, especially on promoting the NGO participation into Round 8 in Asia Pacific Region.
- Communicate with the organizer of the Partnership Forum, recommend delegates from NGOs and regional NGO networks of Asia Pacific Region to attend and promote the understanding about Global Fund within the NGOs in the region.
Introduction of Linda Liang
Linda Liang is the researcher of Beijing YIRENPING Center, a NGO working on AIDS in China. She has worked in the field of AIDS for 5 years. She was selected as the member for Developing Countries NGO Delegation to the Global Fund Board in last February. And her term on the Board Delegation will be 2007-2009.
