| The Global Fund |
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$10 billion to over 520 programs in 136 countries.
The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

| Role Summary & Key results expected |
Under the overall guidance of the Director of the Country Programs Cluster and reporting directly to the Manager of Country Programs Policy, the Project Officer will:
- Write papers, reports and analyses for external and internal audiences on Country Programs activities, Board reporting requirements and special initiatives;
- Support coordination of and inputs to the Global Fund Board’s Portfolio Committee ;
- Develop, maintain and disseminate Guidelines for GF Implementers and other partners on grant management and oversight practices; and
- Provide substantive inputs into training programs and materials on Country programs and Grant Management matters in support of the Global Fund’s Staff Development and Training Unit.
Key results expected:
- Timely, high quality and accurate reports and papers for a various internal and external audiences;
- Availability of Guidelines for GF Implementers in various formats (paper copies, CD-ROM, online);
- Timely and relevant inputs to training materials; and
- Close collaboration with teams external to Country Programs Cluster, including i) Pharmaceutical Procurement, ii) Board Relations Team, iii) Print and Audiovisual Communications Team, iv) Staff Development and Training Unit. Within Country Programs Cluster, close coordination with CCM, LFA and Grant Renewals Teams.

Key Responsibilities and Accountabilities |
The Project Officer will:
- Write papers, reports and analyses for external and internal audiences on Country Programs activities, policy implementation or Board requirements by:
- Performing secondary research on Country Programs activities and trends or specific policy implementation approaches;
- Carrying out quantitative or qualitative analyses on trends in Country Programs implementation of policies;
- Developing options for addressing/resolving bottlenecks and challenges in policy implementation approaches; and
- Consulting with wide range of internal subject-matter specialists to ensure validity of findings, analyses and recommendations
- Support management and inputs GF Board and its Portfolio Committee by:
- Preparing project plan for preparation of papers and reports;
- Planning and coordinating senior management engagement in approval of strategic positions and options for the PC;
- Carrying out quality control (substance, consistency with previous documents, etc) for submitted products; and
- Work closely with teams to ensure messaging and content are relevant for Committee.
- Develop, maintain and disseminate Guidelines for GF Implementers and other partners on grant management and oversight practices by:
- Using Operational Policy Manual as a basis to design similar manual for implementers;
- Maintain the Guidelines for GF Implementers up-to-date in time for each Round of Grant Signing with new requirements and policies applicable to Principal Recipients, CCMs and LFAs; and
- Collate and prepare presentations for use by Regional Units in Regional meetings to ensure consistency in approaches and facilitate provision of real time policies
- Provide substantive inputs into training programs and materials on Country programs and Grant Management matters in support of Training Unit by:
- Acting as focal point for Training Unit to provide substantive inputs into materials for training.

PERSON SPECIFICATION

Qualifications and Membership |
Essential:
- Advanced university degree in public policy, public health, social science or other relevant area or equivalent professional training or self-study/work experience.
|

| Experience |
Essential:
- Five to six years of professional experience, including in policy, business analysis or program planning and management.
Desirable:
- International experience, including in an international organization, non-profit or private sector, an advantage.
- Familiarity with the Global Fund and its business model.

CONDITIONS OF CONTRACT
|
THE POSITION will have a competitive compensation package net of tax. The position would correspond to P3 in the UN system. The person selected for this position will be appointed for a period of 2 years. The current arrangement under which Global Fund Secretariat employees have the status of WHO staff will terminate on 31 December 2008. After that date, all staff of the Global Fund will be covered under a new contractual arrangement directly with the Global Fund. |
