Under the supervision of the Deputy Representative or Programme Officer, the Programme Associate supports the design, planning and management of UNFPA’s country programme by managing data inputs, providing logistical support, monitoring project implementation, following up on recommendations and backing up POs in their absence.
The Programme Associate applies established systems and procedures and initiating creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to population and development, reproductive health and gender issues, particularly on ageing. He/she is instrumental in facilitating programme/project implementation using and developing appropriate mechanisms and systems and ensuring compliance with established procedures.
The Programme Associate maintains collaborative relationships with all programme and project staff.

Programme Design and Implementation:
In the country programme areas of gender, ageing and ARH:
• Participates in the identification and formulation of the country programme and component projects, by compiling and analyzing information in the subject areas of UNFPA assistance to the Government, assists in drafting project documents and work plans and prepares tables and statistical data. Work independently when necessary to ensure effective planning, budgeting and oversight of use of financial resources of programmes.
• Ensure effective monitoring of project and programme activities, managing and using established monitoring and implementing mechanisms to systematically assess the achievement of results, conducting field visits, when relevant, participating in review meetings and preparing regular inputs to status and progress reports. Analyzes basic factors affecting the achievement of results, recommends corrective actions and coordinates follow up on recommendations.
• In coordination with national counterparts and project personnel assists in routine implementation of assigned projects, and coordinating the delivery of project inputs.
• Provides logistical support to projects, facilitates fund disbursement following updated requirements of UNFPA financial system, comments on key financial management spreadsheets submitted by counterparts and follow-up its correction in light of activity implementation when necessary.
• Provides translation to Programme Officers and other International Staff during meetings and monitoring visits.
• Contributes to the creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the Country Office and drafting relevant materials for dissemination
• Supports the advocacy work of the Country Office by compiling and synthesizing relevant background material for use in discussions and public events.
• Maintains relationship with national counterparts and project personnel in routine communication of assigned projects coordinating the delivery of project inputs.
Focal point on Ageing:
- Documents and shares the strategic information to guide the efforts of UNFPA staff and partners through collation, dissemination and use of relevant information on ageing
- Supports the advocacy work of the office by taking the lead to compile and synthesize relevant background material for use in discussions and public events. Updates CO on ageing related to UNFPA, national and international policies and events.
- Contributes to: (1) mobilize technical and political resource based on analysis of gaps at programme level; (2) develop new proposals respond to needs of CP, ensure cost-effective allocation of available resources on ageing at CO.
- Actively monitors implementation (substantive and financial) on ageing at national/county level, and identifies bottlenecks and proposes timely resolutions for smooth implementation.
Undertake any other tasks as requested by the Representative or Deputy.

Job Requirements:
Academic Requirements:
Bachelor’s degree in health, population, demography and/or other related social science field is preferable.
Experience:
8 years of relevant experience in the public or private sector.
Languages:
Fluency in oral and written English and Chinese.
Computer skills:
Proficiency in current office software applications, particularly word processing, spreadsheets, internet and powerpoint.
