Dear Dr. Piot,
The launch of the 8th Global Fund Call for Proposals is a critical opportunity in the effort toreach the goal of Universal Access to HIV treatment and prevention by 2010. As you know, theleadership provided by Roll Back Malaria and Stop TB Partnership has resulted in significantlyincreased acceptance levels for malaria and tuberculosis Global Fund grant applications.
Unfortunately, HIV/AIDS applications to the Global Fund have never exceeded a 40% acceptance level. As a result, the Global Fund has not yet had the full positive impact that itshould in helping to reach Universal Access.
As representatives of civil society from around the world, we are extremely troubled by thepersistently high proportion of HIV/AIDS applications to the Global Fund that have beendeemed technically unsound by the Global Fund Technical Review Panel and rejected.
UNAIDS has the opportunity to correct this troubling pattern. We, the undersigned civil societyorganizations from around the world, are calling on UNAIDS to galvanize efforts to ensure theGlobal Fund's 8th Round results in a dramatic increase in submission of technically Roundproposals to the Global Fund through technical actions and political commitment at the highestlevels.
We are challenging UNAIDS to commit publicly to clear goals and objectives to address thisurgent problem in Round 8 and beyond. Specifically we are calling on UNAIDS to set a goal of reaching an acceptance level of 70% for HIV/AIDS applications to the Global Fund for Round
8. We are confident that this goal can be achieved, through concrete action steps such as: . Providing increased access to high-quality technical support in the preparation andwriting of proposals; . Developing and disseminating practical tools to facilitate the proposal planning process; . Catalyzing coordinated action by UN family organizations, bilaterals, civil society andother partners; and . Supporting an enhanced mechanism for peer review of HIV/AIDS components to helpCCMs get high quality feedback from experts before proposal submission.
As civil society, we will also use our resources and expertise at the national level and at theglobal level to ensure countries plan ambitious and bold requests, firmly grounded in the priorities and needs of people living with HIV and communities at risk of infection.
As you know, the time for action and impact is short--the deadline for Round 8 is July 1, 2008. Will UNAIDS commit to this goal, and provide high level technical and political leadership toensure success in Round 8?
