Driven by the principle of GIPA, the PWHA-infected patients from all parts of China have organized in succession self-saving groups to develop their works in care and support, production and self-saving, medical treatment promotion, anti-discrimination, right protection and policy promotion and have made certain progress and achievements. It has been proved that the participation of the infected patients is critical to the PWHA-prevention system. However, influenced by such factors as difference of region and culture, social discrimination and impeded exchange of information, in general, the depth and wideness of the infected patients and their grass roots organizations in participating in the prevention of PWHA are insufficient, the channels for obtaining supports are limited that makes more grass roots organizations more difficult, the supporting communities for HIV-infected patients are not mature and the transfer of the resources of the communities is limited. The embodiments of such issues are found in the incompletion of administration and coordination of human resources, in-house construction of grass roots organizations, external support and supervision system and policy and legal environment. The construction of organization and capabilities of the grass roots organizations themselves is in need of upgrading.

　　After more than one year of storm of hard work, PWHA Ark successfully held the forum of PWHA Ark infected patients, with the members’ plain feelings and strong consciousness of anxiety. Our voice magazine, advocating conference on treatment and medicine of infected patients and picture exhibition of voice of HIV infected patients’ photos have extensively connected over one hundred PWHA infected patients in Beijing. Till now, we have held eight theme seminars and meetings for the infected patients from Beijing and its neighboring regions in less than six months. We have been to regions with high incidence of PWHA to help them organize infected patient groups or coordinate the established groups with their works. We try our hard to provide point-to-point support in information and techniques to more than ten groups in Shenyang (Liaoning Province), Hebei, Shandong, Henan, Shanxi, Wuhan (Hubei province) and Jiangsu and help some of the groups raise money successfully. Sticking to the principle of equality, mutual trust and respect in coordination, we discuss with them and solve some problems in the operation of the organizations and at the same time, we have established good interactive relationship with other domestic infected patient organizations and mainstays. In recent more than one year, we have coordinated well with some other organizations, including the government, in some projects, participated actively in PWHA-related conferences, obtained information and made our voices.

Missions:

Through unceasing efforts to raise continuously the confidences of the HIV infected patients in life, in order to realize the final target of making all the HIV infected patients living in sunlight.

Strategy:

To promote the great involvement of people living with or affected by HIV/AID and best practice, strengthen the construction of community for HIV infected patients, embody fully the social value and dignity of HIV infected patients and strive for eliminate the social discrimination, ADIS Ark shall continuously perfect the construction of self organization and capabilities. Meanwhile, PWHA Ark shall fully exchange and share experiences and lessons gained in its growth with HIV infected patient grass roots organizations, develop actively such social and policy promotions as anti-discrimination, etc., use legal weapons to protect and fight for rights and strive to promote and establish actively the service network for the infected patients of China.

Strategic target (2006-2010):

　　1. Construction of capabilities of communities: use fully the regional advantages of the capital, such as human resources, to organize more than one hundred infected patients in Beijing receiving services of PWHA Ark before to set up a salon, find out and receive new infected patients and find out mainstays from them, so as to normalize the activities of the infected patients in Beijing, provide them sustainable and effective psychological support, conjuncture interference, partner education, family care and other services, and promote the exchange and  interaction between the infected patients and the infected patient organizations and community construction.

　　Complete as soon as possible the making of regulations and rule of PWHA Ark, perfect graduallythe construction of self organization and capabilities, arouse fully the enthusiasm of the members and volunteers of PWHA Ark and their capabilities in project management and execution, try hard to heighten the level of specialized knowledge, set up a stable team and volunteer team in the development, management and execution of project with specialized level and divided works; meanwhile, continue to provide support in information, techniques and fund to other infected patient organizations that were established by PWHA Ark before and explore, in combination with exchange and share of the experiences and lessons gained in its growth,  a model of growth plan,  organization management and project operation suitable for the characteristics of the HIV infected patient grass roots organizations of China.

　　2. Policy promotion: use and develop fully the roles of legally-specialized talents of PWHA Ark, develop further the policy promotion facilitating the HIV infected patients with respect to the policy aspects of laws and codes, strive for anti-discrimination and protect the legal rights of the infected patients, pertinently make relevant legal booklets, provide strategic and legal support in anti-discrimination to more infected patients and infected patient organizations, guard the human right and dignity of the infected patients, promote the public to know and understand correctly PWHA and strive to decrease and eliminate prejudice and discrimination.

　　3. Promote the construction of the service network for the infected patients of China: strengthen further the collection, sorting and classification of the information on the domestic infected patient grass roots organizations and mainstays and use the platforms of PWHA Ark infected patient forum and our voice magazine to introduce and promote the activities and demands of other grass roots organizations, strive to provide information and technique supports and services to partner organizations, help them seek capital support for projects and continuously the best practice of GIPA in China; set up close connecting system with foreign PWHA protection organizations and related departments of foreign governments and establish and develop good cooperative relations with them.

　　Create actively a information supporting network with PWHA Ark as a common platform, continuously strengthen and promote the connection and exchange between HIV infected patient mainstays and grass roots organizations and try our best to promote the construction of the network for the infected patients of China.

2005's projects

　　1.      In February, 2005, made preparations for PWHA Ark infected patient forum, with the financial aid by the Sino-UK project;

　　2.      Jointly organized with Marie Stopes International the infected patient working communication magazine of Our Voices at the beginning of 2005, with the financial aid by the Canadian citizen project;

　　3.      From July 27 to 29, 2005, with the financial aid by Oxfam Hong Kong, PWHA Ark held a infected patient treatment/medicine promotion conference, to which 67 participants were invited, who were representatives of infected patients of 21 domestic provinces, municipalities and autonomous regions, representatives of domestic NGOs, officials with the Ministry of Health and the World Health Organization, representatives of Health Unlimited, representatives of pharmaceutical factories, officials with the State Patent Office, legal experts and officials with Global Fund;

　　4.      From November 27 to December 14, 2005, with the financial aid by Norwegian PWHA Union, held infected patient photograph works exhibitions at Beijing Zhongshan Park and Tsinghua University respectively, all the design, implementation and exhibition of the photograph works exhibitions were finished by PWHA Ark infected patients, for which, legal counselors were introduced to protect better the legal rights of the infected patients;

　　5.      In 2005, organized six theme parties of the infected patients of Beijing, and the participants increased to nearly one hundred from less than ten at the beginning;

　　6.      Cooperated with chain in the application and execution of training class for the construction of infected patients in Shandong Province;

　　7.      Cooperated with Chinese Preventive Medicine Association in the application and execution of PWHA policy promotion project of the leaders with Shanxi, Shaanxi, Anhui and Hebei provinces;

　　8.      Cooperated with other organizations in some small-sized projects.
