Chengdu Gay Care Organization (CGCO for short) had come into been in June 2002. It is a gay community NGO initiatively formed by gay people in order to care gay people’s living status, develop healthy gay community culture and conduct AIDS/HIV prevention and interventin work with the cooperation with government, professional organizations and international funds.
In July 2004, CGCO had formally registered in the Commerce and Industry Department.
After 4 years’ work, CGCO has established a systematic, clear work-divised, democratic decision-making and cooperative work team which contains nearly 20 core volunteers and over 200 volunteers.
In December 2002, CGCO had signed the agreement of “Chengdu MSM AIDS/STD Intervention Project” with China-UK project. From then on, CGCO has completely conducted AIDS intervention work in MSM community in Chengdu, and the whole process of project design, execute, assessement and finance management are finished by gay people. This is the first time in Chinese AIDS prevention history.
In the past 4 years, CGCO has been conducting successful AIDS intervention work in Chengdu gay community by means of capacity building, need investigation, peer education, outreach, VCT, hotline and STD service.
CGCO has explored lifestyle peer education from gay people’s action models and sub-cultural characters. Till the end of 2005, CGCO had provided peer education trainings to over 867 persons/times and had formed a team of 50 peer education workers who had educated 26109 persons/times.
CGCO also has held a great deal of safe sex and condom promotion activities through community culture and communication activities. Till the end of 2005, CGCO had distributed 8923 condoms and sold 1080 condoms.
In June 2002, CGCO opened the first and the only everyday-running hotline(8628 88151415) to provide AIDS prevention, sexual health, mental health and gay culture counseling to gay community. All of the 6 hotline workers has received professional training. Till the end of 2005, the hotline has received 6844 calls from every province in the mainland and from not only gays themselves but also their parents, wifes and husbands, relatives and friends.
CGCO has spread VCT information through the peer education network and set up counseling & blood sampling spots in MSM sites in order to eliminate MSM people’s worry about exposure and trouble. All blood samples are taken by volunteers with doctor license and sent to CDC with an anonymous number respectively. Till the end of 2005, Chengdu project had done 571 VCT cases including 8 positive cases. Through 3 years’ exploration, CGCO have ultimately founded a VCT service model which is accepted by MSM people. People who receive VCT increase 30% per year.
Nowadays in China, public hospitals can’t protect patients’ privacy very well; the medical staff’s attitude is unfriendly; one or two of them even discriminate against gays suffering STD. Private clinics are lacking in professional techniques and charges very expensive. Therefore, GCCO cooperate with the National STD/Measles Centre to start a project named “Promote MSM Suffering STD to Get Right Treatment”. After a series of activities, 65 hospital staffs has received professional trainings and formed friendly atitude to gays. At the same time, CGCO also transmitted concept and methods to get right STD treatment in MSM community through various channels. From the beginning of the project, there were only 1 or 2 gay patients per month. In the last two months in 2005, there were more than 30 gay patients every month. Till the end of 2005, 487 gay patients had been to the hospital in all.
In the early era of AIDS explosion in western countries, some local gay readers shouldered the responsibility to publicize AIDS prevention in gay community instead of the government. And there is not even one reader aimed to the gay community in China. Therefore, we created the first gay community reader “HOMOHEART” under the support of the China-UK Project in November 2003. The whole process of plan, design, edit, press and distribute are finished by gay people. Till June 2006, CGCO has pressed 9 edition of “HOMOHEART” and 39,000 pieces at all. Gay people in more than 30 cities who has readed “HOMOHEART” are warmly welcome it.
In 2005, CGCO has invited to join the constituting meeting and revise meeting for the”Sichuan AIDS Prevention Regulation, 2006-2010”.
In June 2005, CGCO arranged the “AIDS Prevention and Gay Community NGO Development Seminar” to explore a better policy environment for gay community NGO’s participation in AIDS prevention work with the participants of experts and officials from professional organizations and government organs like the People’s Congress, Health, Civil Administration and Police departments.
In the beginning of 2005, CGCO mobilize Chengdu gay community to make the community development plan from 2002-2012 and started constituting of the “Chengdu Gay Community AIDS Prevention Plan (2007-2009)” in the beginning of 2006.
In the end of 2005 and May 2006, workers from CGCO are invited to take part in the annual supervision and the end supervision of China-UK project, which is the first that target group joins the supervision.
At the same time, CGCO cares other HIV-suffering population. CGCO successively help HIV victims in Zizhong anc Yibin to organize anti-discrimination performance; provide capacity building to CSW team in Shuanliu and Mianyang, IDU team in E’Mei; launch activities for AIDS orphans in Dazhu and Zizhong.
CGCO summarize work experience and promote work model nationalwide. In Sichuan province, CGCO has help local gay people to form work teams and provided capacity building in Leshan, Mianyang, Yibin and Xichang. CGCO has provided techinical support to MSM work teams in Guizhou, Zhejiang, Chongqing, Huhehaote and Baotou. CGCO has contributed to the “AIDS Prevention Booklet, MSM Prevention” which is published by the People’s Health Publishment Agency and distributed to CDC in different levels. CGCO also sent workers to provide MSM intervention skills training to local CDC staffs.
CGCO also experienced some domestic and internaional communication.
In July 2004, CGCO were invited to join the “15th International AIDS Conference” in Bangkok and organized the “AIDS Policy Advocacy and Legislation Forum”. This is the first forum organized by a NGO from China.
In July 2005, CGCO were invited to join the “7th Asian-Pacific AIDS Conference” in Hyogo. And the speicla speech of “Struggling with AIDS, Chengdu Gay are in action” are highly praised by officers from the Health Ministry of China and experts.
In Augest 2006, CGCO joined the “16th International AIDS Conference” in Tronto and conducted poster display.
In Octorber 2005, CGCO organized the “2005 Gay Community Development and AIDS Prevention Seminar”, with 32 officals and experts from home and abroud and 56 gay comminity representatives from over 40 gay organizations in 26 cities. This is the most comprhensive MSM AIDS prevention experience share and promotion conference in China till now.
CGCO has received numerous supports from home and abroad, from government, professionla organizations, and civil organizations.

In 2006, CGCO received 497,000 RMB from China-UK project, the International Alliance, Sichuan Provincial CDC, Sweden SIDA, Global Fund (4th round) AIDS Project, AFAO, National Mobilization Project 2005, Tsingtao University, South Wales University Australia, John Hopkins University U.S. and California University L.A. School U.S.
