Introduction  介绍

　　During May 3 to May 4, a preparatory forum for UNGASS review has been convened at Bangkok. The attendees are about 40 delegations from 20 countries of Asia. The mission of this forum is to share experiences and results on the reviewing the implementation of UNHLM declaration by civil society of countries, as well as to identify the priorities and advocacy strategies at June UNHLM. I was chosen by China CSOs delegations as reporter. Our presentation is based on China’s UNGASS report, along with the feedbacks from the 4 accredited organizations and other domestic CSOs. With help of Linda Liang, Gao Qi, Shen Tingting, Denny Chen & Jiang Hua worked out the final documentation and slides. The presentation has got positive response from attendees and organizers.

      5月3–4日，UNGASS预备会议在泰国曼谷召开。来自亚太地区的20个国家的40名代表参加了本次会议。本次会议的目的是分享各国公民社会组织参与《联合国艾滋病承诺宣言》评估的经验，评估参与效果。我被选为中国公民社会代表团的报告人。我们的报告以中国UNGASS报告为基础，同时参考了其他中国公民社会组织的意见。在梁艳艳、高琦、沈婷婷和陈志刚，江华组织完成了汇报的内容，以及汇报的幻灯片。汇报得到了其他与会代表的赞赏。

Major Outputs  主要产出

• A Thematic Sessions Group Work Report: would be released in one to two weeks after meeting. This report contains the major points, which could be arisen at five panels at UNHLM of June.
  
  主题讨论组工作报告：将在会议后1–2周发布。这个报告将包含6月份高级会议上的五个专题讨论会的重点
  
• The strategies on how to use UNHLM as platform to lobby
• Join into or make influence to the national team.
• Communicate and meet with national team before the HLM, to figure out the potential supportive key person.
• Arise the issues at panels.
• Preparation on materials and documents for release at the meetings.

        如果利用联合国高级会议这个平台来游说的策略

• 参与或者影响政府代表团
• 在高级会议之前与政府代表团交流和开会，了解政府代表团可能支持公民社会的重要官员
• 在研讨会上提出问题.
• 准备会议上分发的材料
  
• 如何改进2010年的评估的措施和途径
  
• 加强与香港公民社会组织的合作。通过参加此次会议，内地和香港的公民社会组织建立了联系。内地代表团和香港代表团达成共识，会将香港的艾滋病防治情况纳入到2010年的中国UNGASS报告的一部分，并且开始建立某种工作机制。

Next plansfor Chinese civil society  中国公民社会下一步的计划：

• Preparation on UNHLM  准备联合国
  
• Fundraising: Considering the limitation of resources and shortage of time, we Chinese accredited organizations should work together with UNAIDS-China office to figure out the fundraising plans to support the delegation’s attendance.
  
  筹款：考虑到有限的资源和时间，中国被核准的公民社会组织应该与UNAIDS中国办公室一同合作完成筹款计划，支持代表团的参会。
  
• Advocacy priorities: the Forum already has established a list of priorities; Chinese delegations have made contribution for this. But only 5 of the accredited organizations join to the making process, it is necessary to convene a meeting to help other 5 organizations to participate. Based the Forum output, we can identify those most important ones for China, along with the issues missed by the Forum.
  
  倡导优先领域：本次会议已经产出了一系列优先领域；中国代表团在会议上作出了贡献。但是，参加会议的仅有中国被核准的5个组织（含香港艾滋病基金会）。基于本次会议的产出，我们可以研究哪些对于中国而言是最重要的，可能有些是本次会议上漏掉的。
  
• Advocacy strategies: We should begin on to prepare messages we want to release at UNHLM from now. It is necessary to get touch with national delegation of China as well. Although we don’t know who are they, may UNAIDS-China office help on this?
  
  倡导策略：我们现在应该开始准备我们在联合国高级会议上我们希望分享的信息了。另外，开始联系政府代表团也很重要。虽然我们不知道政府代表团的成员是谁，但是也许UNAIDS中国办公室可以帮助建立这种联系。
  
• Preparationfor 2010 assessment  筹备2010年评估
  
• The roadmap has been set up by the Forum and elaborated at Dr. Gao Qi’s report. Aibai is very happy to work with CHAIN and other CSOs on preparation of it.
  本次会议制定了2010年评估的纲领，请见高琦的报告。爱白非常愿意与CHAIN和其他公民社会组织在这个工作上精诚合作。
  
• Aibai would like providing support on IT services, proposal development, and fundraising and along with the events organizing.
  爱白可以在计算机技术、项目书撰写、筹款以及组织活动方面提供支持。
  
• The 4 delegations of China agreed to initiate a work team on develop the platform and mechanism for preparation of 2010 assessment. This work team would work as an openly, supportive style. I suggest putting this issue into the coming sharing meeting.
  四个中国代表决定组建工作组，一同为筹备2010年评估创建平台和机制。工作组的工作将是开放和相互支持的。我建议将这个议题作为交流分享会的讨论题目。

Other harvest  其他收获

• Strength the union between Chinese CSOs and those in Southeast Asia. The CSOs other than China already has established a positive, tighten network. Although there are many activists has participated the regional activities recently years, China is still not a positive participator of this network. This time, all Chinese delegations have worked very hard to participate the whole meeting process, including discussions, presentation, documentation preparation and communications other than meeting. It made a creative and insightful impression to the attendees.
  
  加强中国公民社会组织与其他东南亚公民社会组织之间的联合。中国以外的公民社会组织已经建立了积极紧密的合作网络。尽管近年来，中国许多艾滋病工作者参与了各种地区性活动，但是中国的代表依然没有发挥活跃的作用。此次会议中，中国代表团努力地参与了讨论、汇报、文件准备、交流等整个会议过程。中国代表团的创造力和见解给其他国家的代表留下了深刻的印象。
